I used extra soft yarn for the neck collar. I can’t stand anything scratchy against the neck.
With 4mm hook, pick up the 64 stitches around neck with BPdc

Note: this is enough to be a semi-standup collar and can also be folded over.
Finish off with crab stitch. Contrasting color (opt).
